Why it works:
This tool works by retrieving the content of the target page, thus bypassing cross-domain restriction,
then running some queries via javascript to check if all the defined CSS rules are active within the document.
Everything but the retrieval of the page happens in your browser.

Why not
If you’re using Internet Explorer, that’s why.
If you’re using Opera and the target page has a javascript error, that’s why.
